The public finance division is managed by Dr. Terenzio Angelini, Prof. Dr. Christoph Schaltegger and Dr. Bernhard Thöny. It specializes in applied and theoretical research on the economic effects of taxes, expenditures, debt, and other public sector activities. Special research projects include tax reform and growth, capital income taxation, taxation of venture capital and business start-ups, and public policies towards education and training, income distribution and economic growth. Applied research focuses on the analysis of cantonal and local community budgets, including the effects of the fiscal equalization system in Switzerland. To evaluate the sustainability of local budgets, the division has also developed and is applying various tests of creditworthiness of cantonal and local authorities.
The public finance division offers lectures in public economics and economic policy at St.Gallen University. It organizes workshops and research seminars on various topics in economic policy and public finance. The research activities aim at publications in renowned international scientific journals as well as high quality economic policy advice for public institutions. The revenues from commissioned reports and externally financed research projects contribute to the IFF’s own resources.
